George Kirane ("Kirane") brings this action against the City of Lowell ("Lowell"), the members of its Planning Board, the members of its Zoning Board of Appeals, the Assistant City Manager, and several building inspectors for violation of his civil rights under 42 U.S.C. §§ 1983 and 1985(3).
