This civil rights suit was brought on July 30, 1984 by George S. Golemis, a businessman and landowner in the city of Newport, Rhode Island, against a bevy of municipal officials, each of whom is sued in his representative capacity. (As the position held by each defendant is accurately set forth in the caption of the case, see ante, it would be pleonastic to recite that litany anew.) Inasmuch as the suit challenges...
