In this action, pro se appellant, Jorge Miranda, appeals from an order of the United States District Court for the District of Puerto Rico which granted summary judgment in favor of appellee, the Secretary of the Treasury. The district court upheld the Secretary's denial of Miranda's application for a license to "unblock" or release certain funds that were "blocked" or frozen pursuant to the Trading With the Enemy Act (TWEA), 50 U.S.C.App....
