Larry J. Baggett (Baggett) appeals from the judgment of the district court for Douglas County, Nebraska, affirming the Omaha Personnel Board's dismissing Baggett from his employment as a police officer. Baggett was dismissed from employment as a result of his off duty physical assault on an airman at Offutt Air Force Base.
