Appellant has spent two years trying to obtain a copy of his presentence report under the Freedom of Information Act ("FOIA"), 5 U.S.C. § 552. His case is before us for the second time because the Solicitor General, on behalf of the appellee U.S. Parole Commission, conceded in a brief in response to appellant's petition for a writ of certiorari that presentence reports are agency records...
