VANARTSDALEN, District Judge.

Plaintiff's Philadelphia residence was extensively damaged by fire on June 8, 1982. The Fire Marshal's report listed arson as the cause. Plaintiff's residence was insured by the Federal Insurance Administration under a Residential Crime Insurance Policy. Plaintiff sought recovery of the $5,000 policy limits.
