This is an appeal from a judgment in a special action seeking an order directing the Pima County Board of Supervisors to schedule an election on the proposed incorporation of an area northwest of Tucson designated Tortolita by the proposed incorporators. Summary judgment motions were filed by the proposed incorporators, by Pima County and the City of Tucson which had been granted leave to intervene in the action, and by several individuals...
