The State Ethics Commission (commission) appeals from a judgment of the Superior Court revoking a final decision by the commission against the plaintiff, John P. Saccone. See G.L.c. 30A, § 14 (1984 ed.). The commission found that Saccone had violated § 23 (d) of G.L.c. 268A (1984 ed.), the conflict of interest law, on five separate occasions and assessed a civil penalty of $300 for each violation.
