The issue on this appeal concerns the constitutionality of N.J.S.A. 52:13D-17.2b (casino ethics amendment), an amendment to the New Jersey Conflicts of Interest Law, N.J.S.A. 52:13D-12 to -27 (Conflicts of Interest Law).
