On February 18, 1982, the defendant was sentenced to serve a term of eighteen years to life in the New Hampshire State Prison for a second degree murder he committed two years earlier at age sixteen. The sentenced imposed by the Superior Court (Nadeau, J.) required the State to develop an individualized plan for treatment and rehabilitation of the defendant, whose progress would be monitored by the court...
