Frank J. Clark, Robert P. Ryan, Mary C. Drow, Ed J. Humphrey and Wm. H. Rockhill (collectively, appellants)2 appeal from the dismissal of their motion for declaratory judgment. The City of Wauwatosa created a pedestrian mall, converted a city street into a cul-de-sac and made some through streets into dead-end streets.
