After his arrest and detention by military authorities for violation of 18 U.S.C. § 1382 (1982) (trespassing after already having been removed from a military base), appellant Martin Trenouth initiated this action against the United States under the Federal Tort Claims Act, 28 U.S.C. § 1346 (1982), for false arrest.
