Plaintiff Angel Rivera ("Rivera") brought this action pursuant to §§ 205(g) and 1631(c)(3) of the Social Security Act ("the Act"), as amended, 42 U.S.C. §§ 405(g), 1383(c) (1982), seeking review of a final determination of the Secretary of Health and Human Services ("the Secretary") that he is not "disabled" within the meaning of the Act, and therefore is not entitled to disability...
