This action, challenging the constitutionality of portions of the New Jersey Insurance Reform Act of 1982 and the New Jersey Automobile Full Insurance Availability Act, N.J.Stat.Ann. 17:29A-33 et seq. and N.J.Stat.Ann. 17:30E-1 et seq. respectively (hereinafter the Reform Act), is before the Court on plaintiffs' motion for class certification and defendants' cross-motion for summary judgment or dismissal...
