These two consolidated actions arise out of a 1981-1982 police investigation of a business venture known as "Dollar Savers Brochures." Dollar Savers, a business owned and operated by plaintiff Walter James, was allegedly to provide low cost advertising for area businesses by producing ad booklets in conjunction with local South Jersey fast food franchises.
