The appellants, Labor and Industrial Relations Commission, et al., appeal from a circuit court judgment reversing the Commission's findings regarding a bus driver strike against the Francis Howell School District. The circuit court reversed the Commission's determination that the striking drivers would be eligible for unemployment benefits after a four week penalty for statutory misconduct in staging an illegal strike.
