The plaintiffs Scott Kime, Mary Anne Kime, and David Paul Treat allege violations of their civil rights under the First, Fourth, Fifth, Eighth and Fourteenth Amendments of the United States Constitution as well as violations of 42 U.S.C. §§ 1981, 1983 and 1985(3).
