Plaintiffs, LeRoy and Rose Van Duyne, brought a two-count complaint in the circuit court of Will County against the city of Crest Hill. Count I sought damages based on a theory of inverse condemnation. Count II requested a declaratory judgment that the defendant's zoning ordinance was void as imposed on plaintiffs' property, and sought an injunction restraining the defendant from enforcing...
