Plaintiff initiated this action by filing a Petition for Writ of Mandamus in a Nevada State court. His prayer for relief asks for a declaration that Defendant (TRPA) has no jurisdiction over him and, therefore, is precluded from prohibiting the completion of his parcel development and roadway.
