Maryland Code (1957, 1982 Repl.Vol.), Art. 27, § 591, and Maryland Rule 746, inter alia, require that a circuit court criminal case be tried within 180 days of arraignment or the first appearance of counsel, unless the time is extended in accordance with the statute and rule.
