The petitioner in this original proceeding in mandamus, Gareth W. Norton, asks this Court to order the Board of Regents to award him tenure as a college professor. Professor Norton was hired by West Liberty State College in the Fall of 1977 as Chairman of the Department of Sociology and Public Service; his rank was assistant professor and he was expected to teach social work and criminal justice.
