In this action under 42 U.S.C. § 1983, plaintiff Charles Cerva asserts claims against Anthony Zerbe [sic] and James Stratford [sic], both Union County, Pennsylvania constables, for alleged violations of his constitutional rights and for two claims under state law.1 The allegations stem from defendants' conduct in connection with an arrest of plaintiff in 1981 for criminal trespass...
