OPINION

KELLEHER, Justice.

Many who read the title of this litigation will surmise that this is another case involving a dispute over an arbitrator's award, and they will be correct. This controversy is before us after a Superior Court justice denied the union's motion to confirm an arbitrator's award and granted the state's motion to vacate the award. We reverse.
