The City of Loudon, Tennessee, d/b/a Loudon Utilities Board (hereinafter, Loudon), a municipality, is bringing an action against the Tennessee Valley Authority (hereinafter, TVA) and the Tennessee Valley Public Power Association (hereinafter, TVPPA), an association of local power distributors.
