During the 1982-1983 term, petitioner Davis was employed as a substitute teacher of social studies in the public schools of the District of Columbia. In May 1983, shortly after the term's expiration, she answered affirmatively an "employment questionnaire" asking if she wished to be reconsidered for employment during the 1983-1984 school year.
