On February 14, 1975, Vernon Mattsen's automobile was rear ended by an automobile driven by Colleen Packman. Claiming that his automobile had been damaged in the collision, Mattsen sued Packman in Hennepin County Conciliation Court and secured a judgment in the amount of $500.00, the then jurisdictional limit of the conciliation court, plus $2.00 costs.
