The Department of Labor and Industry (Department) has brought this appeal from an order of the Workmen's Compensation Appeal Board (Board) allowing Bethlehem Mines Corporation (Respondent) to receive reimbursement from the Supersedeas Fund pursuant to Section 443 of The Pennsylvania Workmen's Compensation Act (Act).1
