This appeal marks the second occasion an appellate court has been called upon to review the district court's unwillingness to award damages to the plaintiffs. In 1978, plaintiffs, pursuant to 42 U.S.C. §§ 1983 & 1985, 28 U.S.C. §§ 2201-2202, and the fourteenth amendment, brought this action against the City of Pleasant Grove and various of its officials.
