This appeal takes the form of a Petition for Review of an Arbitrator's decision. Petitioner, Joint Bargaining Committee of the Pennsylvania Social Services Union, is the collective bargaining representative for certain employees of the Commonwealth of Pennsylvania. Respondent, the Commonwealth of Pennsylvania, is a "public employer" as defined by Section 301 of the Public Employe Relations Act, Act of July 23, 1970, P.L. 563...
