Plaintiffs seek a judgment declaring Section 714 of the Regional Rail Reorganization Act of 1973 (the "3R Act"), added by Section 1143(a) of the Northeast Rail Service Act of 1981 ("NRSA"), 45 U.S.C. § 797m, as the exclusive remedy for disputes arising under Sections 701, 702, 705, 706, 707, and 709 of Title VII of the 3R Act involving the interpretation, application, or enforcement of these sections.
