Plaintiff brings this action pro se under 42 U.S.C. § 1983 and 28 U.S.C. § 1343(a)(3) to recover for damages allegedly sustained as a result of improper administration of the Vermont Bar Examination ("exam") by the defendants, the individual members of the Vermont Board of Bar Examiners ("Board").
