This is a civil action based on diversity of citizenship1 brought by the plaintiffs, Robert Whaley and his wife, Barbara, against defendant, Allstate Insurance Company ("Allstate"). The Whaleys seek a declaratory judgment, pursuant to 28 U.S.C. § 2201, declaring that they have $100,000 per person, $300,000 per accident of uninsured motorist insurance...
