This is an employment discrimination action. See Title VII of the Civil Rights Act of 1964, 42 U.S.C. §§ 2000e-2000e-17 (1982). Plaintiff, Mr. Carino, a naturalized citizen of the United States, was born in the Republic of the Phillipines.
