Wyoming Bancorporation (Bancorp) appeals from the Federal Reserve Board's denial under the Bank Holding Company Act, 12 U.S.C. § 1841 et seq. (1982) (the Act), of its application to acquire control of the American National Bank of Powell in Powell, Wyoming (American Bank).
