WEISBERGER, Justice.

This is a petition for certiorari that seeks review of a decision by a justice of the District Court denying the authority of that court to waive filing fees for the bringing of a civil action by an indigent plaintiff. We hold that the District Court has inherent discretionary power to waive a filing fee for an indigent plaintiff in the event that a justice of said court determines the plaintiff's claim to be meritorious.
