This case arises under the Pacific Northwest Electric Power Planning and Conservation Act (Northwest Power Act, or Act), Pub.L. No. 96-501, 94 Stat. 2697 (1980), 16 U.S.C. § 839 et seq. (Supp. V 1981). Plaintiffs are the Public Utility Commissioner of Oregon and three investor-owned electric utilities.
