Effective March 16, 1983, the Ohio General Assembly amended the provisions of R.C. 4507.16 relating to the suspension or revocation of the driver's licenses of persons who are convicted of or plead guilty to certain listed offenses. The amendment added a provision for the "permanent" revocation of a driver's license in the event he committed a vehicular homicide while under the influence of alcohol, a drug of abuse or a combination of them.
