Plaintiff Damon Smith, through his guardians, is suing the defendnts under 42 U.S.C. §§ 1981 and 1983. The complaint, filed on July 28, 1983, alleges that on October 16, 1977, plaintiff was incarcerated in the Reno jail, that during this incarceration he was found hanged in his cell, and that, although he did not die as a result of this incident, he has suffered severe brain...
