This is an action pursuant to 42 U.S.C. § 1983 to recover money damages for the death of Dwayne Dodd. The plaintiff's decedent died of a gunshot wound suffered while he was being handcuffed by the defendant, Eric Larson, an auxiliary officer of the Norwich Police Department.
