HAIGHT, District Judge:

Plaintiffs, employees of defendant National Railroad Passenger Corporation ("Amtrak"), were injured in an automobile accident while on their way from the railyards to a hotel after work. They seek to recover damages against the railroad under the Federal Employers' Liability Act ("FELA"), 45 U.S.C. § 51 et seq, which imposes liability on interstate carriers for certain of their employee's work...
