This is an action brought by a shipowner, Ta Chi Navigation (Panama) Corp., S.A. ("Ta Chi"), for exoneration of its steamship S.S. EURYPYLUS under the Fire Statute of the United States, 46 U.S.C. § 182 (1976), or for limitation of damages under 46 U.S.C. § 183. Furthermore, the Carriage of Goods by Sea Act ("COGSA"), 46 U.S.C. §§ 1300 et seq., is also relevant since the bills of lading for the cargo...
