REDDEN, District Judge:

Plaintiffs seek to enjoin the United States Forest Service from changing the wilderness character of the North Kalmiopsis Roadless Area, adjacent to the Kalmiopsis Wilderness in southern Oregon. I granted a Temporary Restraining Order against road construction in the North Kalmiopsis until July 6, 1983.
