This action is before this Court on a writ of review by the Ravalli County commissioners. The commissioners were held in contempt by the District Court of the Fourth Judicial District for violating an order issued in a civil action entitled Delbert Carter, et al. v. Arthur J. Hoiland, et al., number DV-79-430, filed in Ravalli County.
