OPINION

McDERMOTT, Justice:

This case presents the consolidated appeals of the Pennsylvania Public Utility Commission (Commission), the Office of Consumer Advocate, and the Pennsylvania Power and Light Company (PP & L).1 These parties appeal the order of the Commonwealth Court reversing a Commission order approving a tariff supplement filed by PP & L.
