John M. Sewell (Appellant), here appeals the decision of the Court of Common Pleas of Philadelphia County which dismissed his action in mandamus against the City of Philadelphia (City) and various officials thereof because of his failure to exhaust all administrative remedies prior to his action in mandamus.
