On June 15, 1982, Johnny Mitchell (appellant) was convicted by a jury in the Circuit Court for Baltimore City of kidnapping, assault with intent to rape, first degree sexual offense and carrying a deadly weapon. The state, on the same day, moved for imposition of mandatory sentences. The court (Karwacki, J.) imposed sentence of twenty-five years for kidnapping; fifteen years, concurrent, for attempted rape; twenty-five years, concurrent, for first degree...
