OPINION

MYRON H. THOMPSON, District Judge.

The plaintiffs in this cause of action seek declaratory and injunctive relief against the enforcement of Montgomery City Ordinance No. 47-81, which redraws the council districts for the city. The plaintiffs are John Buskey and Charles Langford, two black voters of the City of Montgomery, suing on behalf of themselves and all other black voters and potential black voters of the city;1
