(Cooperative) brought suit to enjoin the City of Raton (Raton) and the Raton Public Service Company (RPSC) from constructing certain electric service lines within five miles from Raton's municipal boundary and for a declaratory judgment as to the service rights of the two utility systems in the territory within five miles of Raton's municipal boundaries.
