On June 4, 1981, pursuant to the petition of the parties, Rowena Christian Cooper and Roy E. Cooper, the Court of Common Pleas of Van Wert County dissolved their marriage, adopting their separation agreement filed with the petition, which, among other things, prescribed:

"Husband shall pay child support in the sum of Ninety ($90.00) per two weeks plus Two percent (2%) service fee to the Bureau of Support. Such support is based on a net income...
