POWERS, Justice.

Purolator Armored, Inc. sued the Texas Railroad Commission for judicial review of the agency's final order granting to Wells Fargo Armored Service Corporation a certificate of convenience and necessity. The certificate authorizes Wells Fargo to transport coin, currency, and similar articles between points in 143 Texas counties. After a review based upon the agency record, the district court affirmed the Commission's final order and Purolator appealed...
